The United Kingdom and the United States have signed a landmark bilateral deal that will keep zero tariffs on British medicine products going into the US market.

The Terms of the Deal

Under the terms of the agreement, the UK has agreed to raise expenditure on pharmaceuticals through the National Health Service (NHS). This pledge secures that import taxes on these key exports will be held at nothing for a timeframe of three years.

This development comes after earlier threats to dramatically increase tariffs on branded drug products, with potential rates discussed up to one hundred percent.

"This deal with the UK bolsters the international landscape for cutting-edge drugs and introduces long-overdue fairness to American-British drug exports," a statement said.

Trade Significance

Drugs represent one of the the United Kingdom's largest exports to the America, which is by far the biggest market for major UK drugmakers.

Trade data indicate that in the 12 months to the end of September, the UK exported medicines valued at £11.1bn to the US. This amount made up 17.4% of total UK exports in that timeframe.

"This deal secures employment, increases investment and facilitates the UK to emerge as a worldwide center for biotech and pharma," the Business and Trade Secretary commented.

Key UK Commitments

The agreement entails several specific commitments from the UK:

  • Revised Affordability Limit: The UK will lift the affordability limit at which it considers new medicines to be prohibitively costly by 25%.
  • Boosted Medicine Funding: There is a target to raise overall public funding on treatments from 0.3 percent of GDP to 0.6 percent over the following ten-year period.
  • Refund Ceiling: The percentage drug companies must pay back to the NHS to stay within budget will be limited at 15%. Previously, refunds topped twenty percent.

Broader Context

The deal follows a ongoing row between the sector and the UK government over spending levels and regulatory access.

This friction were intensified by claims that US customers were charged several times more for the equivalent treatments than people in the Britain and the EU.

Over the last 18 months, several large drug company projects in the UK have been delayed or scrapped, while substantial investments have been directed toward projects in the United States.

A senior figure publicly accepted that the NHS had to invest a greater share on drugs, noting that its expenditure on drugs had declined as a percentage of its resources over the past decade.
